As part of the stand-up of the National Gambling Regulator the Productivity Commission identified the need for an independent regulator to have oversight of the implementation of the Gambling reform agenda. The report identified the need for separation of duties between the regulator and FaHCSIA (now DSS) capabilities including ICT, Service Delivery and Governance functions across the Industry. More specifically, the ICT capabilities needed to be established to ensure independence from the Department through the investment and implementation of new business systems, overarching strategy and operational procedures and processes.
Core member of the senior leadership team between the FaHCSIA CIO and Corporate Governance areas to ensure a seamless and sustainable approach to IT service delivery for NGR. Undertook analysis to identify key drivers of change by reviewing the regulatory framework and Government agenda for gambling reform. Identified and documented the three streams of change needed to deliver the necessary change across ICT, Operating model and integrated processes.
Financially responsible for an NPP budget of $2.1m and authored 4 year forward work plan to effect the necessary organisational change leveraging the Department's financial management practices. Provided specialist skills and expert knowledge on all ICT technology matters related to the implementation by researching emerging trends, cloud based technologies, architectural standards, strategic sourcing arrangements and captured this in an overarching change management plan and supporting strategic management plan. Established and chaired weekly change management meetings as well as mapped how this forum integrated with the Department’s existing Governance model.
